Purpose

The purpose of this policy is to establish clear and consistent guidelines for refund eligibility related to Workforce Development Solutions training programs and services. It ensures transparency for participants, promotes accountability in registration and attendance, and supports the effective planning and delivery of high-quality workforce development initiatives. This policy outlines the conditions under which refunds may be granted, including cancellations, transfers and no-show scenarios.

Definitions

Registrant/Student

An individual enrolled in a Workforce Development Solutions training program or event.

Cancellation

The act of formal withdrawal from a scheduled training program prior to the start date, within the allowable cancellation window as defined by the policy.

Transfer

The process of moving a registration from one training session to another, subject to availability and within the allowable timeframe.

No Show

A registrant who fails to attend a scheduled training session without providing notice or requesting cancellation or transfer within the designated timeframe. No refunds will be issued for no shows.

Refund

The return of paid registration fees to a registrant who meets the eligibility criteria outlined in this policy.

Training Program

Any course, workshop, seminar or event offered through Workforce Development Solutions for professional or workforce development.

Policy

Non-Refundable No Show Policy

Participants who do not notify Workforce Development Solutions staff and fail to attend (no shows) are not eligible for refunds or transfers.

Refunds

If a registrant/student notifies Workforce Development Solutions staff prior to the cancellation deadline for the training and follows the criteria below, a refund will be issued depending on the payment type (e.g., credit card or check).

  • In-Person and Online Synchronous Courses
    • A full refund will be issued if the cancellation is made at least five business days before the first session.
    • Cancellations made less than five business days before the first session are not eligible for a refund; however, credit toward a future course may be applied.
  • Online Self-Paced Programs
    • A full refund will be issued if the request is made within 10 business days of the program’s official start date and no more than 50% of the program has been completed. All materials must be returned in like-new condition.
  • Certified Nursing Assistant (CNA) Knowledge Test
    • A full refund will be issued if a registrant/student submits a written cancellation at least three business days before their scheduled test date.
  • Commercial Driver’s License (CDL) Training
    • A full refund will be issued for behind-the-wheel trainingif the student cancels before training dates are scheduled.
    • Cancellations made within five business days of scheduled behind-the-wheel training are not eligible for a refund.
    • All registered participants who need to reschedule behind-the-wheel training will incur a $100 fee if the change is made within five business days of the scheduled date.

Low Enrollment Course Cancellations

If the College cancels a course due to low enrollment or other reasons, participants will be notified in advance and given the option of a full refund or a transfer to an alternate session.

Transfer and Substitution Options

Transfers

All transfers are subject to course availability.

Substitutions

Substitutions may be considered on a case-by-case basis. Participants must be registered and sign in on the first day of class. Continuing Education Units (CEUs) or completion credit will only be issued if the substitution occurs before or on the first session. Substitutions are not always possible, as availability depends on the specific course and circumstance.

Extenuating Circumstances Appeals

Participants facing emergencies (e.g., medical issues, family crises) may submit an appeal with supporting documentation (e.g., medical notes). Approved appeals may allow for a refund or withdrawal beyond the standard deadline.
